I don't believe so. A "pilot" project is a test or initial project. I think that in referring to pillars, they are talking about the structure of the organisation. Whereas people used to talk about "chains of command" and "hierarchies", now they like to talk about frameworks and the principles and structures that support the frameworks and the projects they are meant to support. Let's see if someone else has more input!

Generally 'pillar' refers to the structure, unlike the foundation, which in most cases, regarding an idea, program, a model, etc. (the foundation) is in already place.
