A flock of sheep charged a woman and pushed over a cliff to her death. I saw the sheep surround the bike and ,the next thing she was tumbling down the incline, a witness told the reporter.

falling down (fall down)

Explanation:
This is another way to say "fall down", but the idea is that while she is falling, she is turning and her body is doing somersaults and flips (like acrobats do), like when someone has an accident on a mountain or very steep hill. The idea is that someone is falling fast, instead of just falling.

A good example is when a skier has an accident. They usually tumble (go in circular type movements) instead of just straight down.
