Economic incentives to improve occupational safety and health

Review of external insurance-related incentive programs: the literature review indicated a low effectiveness of pure cash benefits in form of workers’ compensation and a better effectiveness of incentives schemes such as ***one-step and two-step manual experience rating*** of workers' compensation insurance premiums.
A positive effect was shown in two studies for two-step premium assessment rates. However, for a final judgement of economic incentive schemes more and better (more generalizeable) empirical evidence is still needed.

Can anyone explain this to me? One/two-step rating? Manual? Are the two-step premium assessment rates part of this scheme or something different still? ...
