English term or phrase: at all and/or as little
The Entities reserve the right to use (or not use) the Materials ***at all and/or as little**** of the Materials as they so choose.

Hello,
Could someone please clarify the meaning of this phrase? I know "at all" has a negative meaning (in the slightest degree) but I cannot fully grasp the meaning of the phrase.
Thanks!

Explanation:
I don't think the text is clearly laid out, with all the brackets and the slashes.... What I believe it means is:

The Entities reserve the right:
- to use the Materials, and/or
- to use as little of the Materials as they choose, or
- not to use the materials at all.
