I voted for reclassification as PRO, because I do not consider that ´any bilingual person´ would know the answer.
´Bilingual´ is not really relevant here in monolingual KudoZ, but the average Brit would not know that judgment was used in legal contexts. They might tell you it was ´old fashioned´ if they knew their Bible and Shakespeare etc. If they simply applied the regular spelling rule, they would say judgement was the correct form. I guess many might simply be uncertain.

I do not know about the USA, but would not be surprised if the situation is similar.
