English term or phrase: the state

I’m translating a printout like this: http://www.cid.ie/samples/CRO Search Sample.pdf

On page 2, in the list of submissions, it says: ‘’CHG BY A CO A CO INC IN THE STATE’’.
My guess is that the phrase means: ‘’change by a company a company incorporated in the state’’.
Does the ‘’state’’ simply mean ‘’the country’’ (i.e. Ireland?).
Any help would be greatly appreciated.
