Hi guys, I hope you can help me with this.

I want to say: Upon examining Lebanese Law, it becomes clear that the state has internationally committed itself to certain rights, has pledged the creation of institutions to guarantee them or has adopted national laws that *establish such rights or commit the state to the creation of such institutions*

is there a way to replace the words between the stars ** with something? Im simply saying the state has committed itself internationally to something and has adopted national laws that do the same. would using "to that end" work?
