the phrase "laws of general application" is mentioned here in contrary to the phrase "rules of law governing specific performance..." . the other phrase does not relate to any subject, these rules of law apply only to specific subjects that should perform some legal acts in connection with relief/remedies. these rules of law may mean e.g. court decisions (which is not generally applied, only individually - to specific individuals=legal subjects)
