Hello everyone,

From materials for a seminar for the correctional institutions' staff:

Development is not just biology – the wider environment that young people live in is important. This does not just include family but the geographical, historical, social and political context. Young people do not develop in a vacuum. The wider society affects the way young people develop by setting expectations which change over time. **Juveniles are protected by the framework of law influence by international law**. Physical development, for example, is affected by material wealth, diet, etc.

Does the above sentence mean "juveniles (in a country/state) are protected by law(s) influenced by interntional law"?
