Hello everyone,

In the sentence below, do I need the second "shall"?

The President of XXX shall be the head of state and executive power, the highest official in XXX, **shall** be the guarantor of national independence and XXX's neutrality status, its territorial integrity, observance of the Constitution of XXX and international agreements.

With this unwieldy sentence, I would do one of two things:

1. Break it up into two sentences:
The President of XXX shall be the head of state and executive power, the highest official in XXX. He/she shall be the guarantor of national independence and XXX's neutrality status, its territorial integrity, observance of the Constitution of XXX and international agreements.

2. You can't use "shall" again here, but you can pause for a breath. Remove "shall be", replace them with "and":

The President of XXX shall be the head of state and executive power, the highest official in XXX, *and* the guarantor of national independence and XXX's neutrality status, its territorial integrity, observance of the Constitution of XXX and international agreements.

Two options


Explanation:
If you use the second "shall", it requires to be preceded by "and", but the answer to your question is basically, "NO", you don't actually need it, but if you don't use it, it would be better style to delete the "be" after it too.
