I could understand it to mean (i.e. what the writer was thinking):
either
We provide Ms with tools because the Ms want to use them to monitor q...
or
We provide Ms with Ts and the purpose of the Ts is to monitor q...
I think the second of these is most likely, and it is in effect your first suggestion. Since the supply chain includes such human activities as delivery, I don't think the tools themselves necessarily do the monitoring - they may include procedures which achieve (part of) the monitoring when they are followed.
