The model in question is a sports watch.

I'm not sure of the meaning of "fosters a bid" here. Does that mean that it's a safe bet to say it'll smash records?

The American google search gets only 3 results on "fosters a bid." Either your author is trying to be innovative in his use of language, or its an idiom more commonly used in some other variant of English.
