"The very subject matter ... can be seen as controversial" - rephrased: some people may believe that the subject matter itself is controversial (to them it may seem / appear to be). It represents the opinion of certain individuals (but does not necessarily mean they are right). Other examples: his ideas are seen as revolutionary, her statements were seen as ambiguous, etc.

neutral  Ildiko Santana: "to be seen" as controversial vs. "to be" controversial are not the same. The explanation is OK but not the answer (in bold /with typo/).

neutral  B D Finch: One can generally switch the position of an adverbial phrase to either before or after the verb. E.g. I will leave when I'm ready. When I'm ready, I will leave. You couldn't say: "As controversial, it can be seen."
