I know this target term looks similar to other translator's suggestion. But I think more explanation is needed. This section explains topical method of airway block (anesthesia), which is spraying 4% lidocaine to the airway using atomizer or nebulizer. And author made a comment that this kind of airway block would present its effect more slowly than applying 4% lidocaine directly to the airway. By the way, I am not sure that there could be method of directly applying lidocaine to the airway, not by nebulizer. If so, those shoud be instillation or injection, but I have never seen those kinds of anesthesia myself.

Actually, I like "application of a direct topical anesthetic," now that I'm thinking more about it. It reads a little less awkward that way.

Explanation:
direct topicalization, example, if you had a cut, in your hand and you gave an antibiotic by oral or drip in the arm, it would not work as well as if you applied the antibiotic directly into the cut to directly kill the bacteria (into the tropical area)
Saline solutions (for washing wounds) are the most used tropicalization applications.
I wouldn't use anesthetic, as it could be the application of any medicine. anesthetic is only 4% of the mix.
