English term or phrase: basic long chain polymer

The text:
Xxxxxx® (a scars treatment) has been developed from the same basic long chain polymer as topical silicone gel sheeting.

What I want to be clarified is the term "basic". Does it mean "of a base/alkaline" or just "fundamental"?

Can anybody help explain this?
