Is it used correctly in this sentence?

Explanation:
The cut-off point is the end, basically. Not just for numerical sequences, but also for all kinds of things -- when there is no more of something, that is also the cut-off point.

Are cut point and cut-off point interchangeable in the following quote? Is there any difference in meaning?

We are befuddled by the Expert Committee’s decision to lower the cut point for impaired fasting glucose (IFG) from 110 to 100 mg/dl. With the publication of the Expert Committee’s report, the number of 25- to 74-year-olds in the U.S. with IFG instantly tripled from 10 to 35 million people

No. Unless this is some special bit of medical terminology I'm pretty sure 'cut-off point' should be used. Hope that helps!
'Cut-off point' should be used rather than 'cut point' to denote that it ends at a certain point, i.e. 'cut'off'.

agree  Michael Barnett: A cut-off point need not be numerical. It can be a position, such as a boundary on a map, or even some abstract limit.

I assume you already know what a cut off point is. The point when the husband/wife walks out the door when he/she has had enough :-)
