Operative technique:

The patient is identified in the preoperative holding area, and the operative extremity is marked. Once in the operating room, a time-out is taken by all personnel, and the operative extremity is once again confirmed.

Explanation:
This term is often used in sport, to denote time in which to pause, recover then start again (you can ask for a time-out in some sports) or in childcare where a misbehaving child is given a time-out where they have to sit on their own and consider their actions.

Here, it's in I suppose the first sense, as in all the staff stop for a moment - or rather pause, and gather their thoughts before reaffirming the process to be gone through.

sorry, didn't see it was an Eng-Eng question,
however the link explains that it is a brief pause during eth surgical procedure that takes place after anaesthesia has been given and before the surgical procedure is initiated.
