English translation:fall while under the influence of alcohol
Explanation:
"C2H5OH" is the chemical formula of alcohol. ER physicians and emergency personnel will also often refer to it as "EtOH", for "ethanol".

"on board" is also medical jargon for having something "in your system", usually following a dose and medication (e.g. "XXX mg of YYY on board").

agree  Charles Davis: I'd just drafted an answer along these lines. I'm getting slow in my old age! The comment on "on board" is useful; I'd read it as vaguely humorous!

fall with c2h50h on board
Intoxicated

Explanation:
C2H5OH is the formula for ethanol, so presumably the patient had been drinking and had a seizure and fell down. Whether or not the alcohol contributed to either the seizure or the fall isn't clear.

fell down after drinking alcohol / being drunk

Explanation:
C2H50H is the chemical formula of ethanol, which is the alcohol that is part of alcoholic drinks.
I am not sure about the "on board" part, but I understand the sentence like that: the patient had a seizure and fell down after drinking alcohol when he was drunk.
