I need help checking if the phrase below makes sense or you think there is a typing error somewhere.

To be reasonable, measures cannot leave out of account the degree and extent of the denial they endeavor to realize...

Thank you all, it is a pain when we have to translate incomplete phrases, this time I was able to go to the source and ask but there have been more when I just get a headache thinking what in the world they are trying to say.

This may not help much, but the key seems to be 'denial'. It seems bizarre not to be taking into account something you are trying to 'realize'! But why wish to realize 'denial'? The only thought I had was that there might be a full stop after 'denial'.

1) seems to me that you could have given even more context to see where this all goes.
2)there is no denying that the translator's or writer's "endeavors to realize" by using 5 words where one would do are overdone and totally ineffectual.
3)I agree with our colleagues: leave out of account is not necessary - I would paraphrase as above.
4)degree and extent are synonymous - use only one of them if possible. Otherwise it sounds redundant.
5)the last phrase "denial that they attempt to realize" is the most awkward and doesn't really make much sense. It probably means something like "their extreme endeavors to deny ... "
