@ionutzavram. This is what you would called a malapropism - the wrong use of word or phrase in a rather ludicrous way. Bare bones minimum means a stripped down minimum - the image of having stripped away not only the fat, but also the flesh. You can't cut it any further. The proper term would be absolute minimum, or simply minimum. In both of your examples minimum with an adjective conveys the meaning. The authors in both cases are implying a guaranteed minimum, but perhaps they don't want to use the term guaranteed -- because they don't actually want to give a guarantee. |
