'Department' is not the same as 'class' - a single department consists of many classes. Departments are indeed based on broad age groupings, which is in fact what marybro says (grade 1-3, grade 4-6). A single department may consist of a hundred children or more (and it is children, not adults, that the author is talking about). The entire department will gather for corporate worship at the beginning of Sunday School, while other departments do the same in other parts of the building. This part of the meeting may also include a short talk, revision of the previous week's lesson, and reciting of memory work. Then the children split off into classes of 6-10 for a Bible lesson with their class teacher.
I see your point, Sheila, but I think what's happening here is that each department (i.e. all the classes in that department) is encouraged to assemble and do their memory work as a large group. I visualize 10 minutes or so as a large group to work on memorizing and reciting the 10 Commandments before splitting into classes for the regular Bible lesson.
It seems to me that the last term must refer to a single unit ie class/group where they recite together. The others may or may not refer to multiple classes
