neutral  JaneTranslates: I don't think so, given the type of book in question. I believe this simply refers to legalizing the marriage; in the U.S., this means obtaining a marriage license, then filling out and signing the certificate so the celebrant can register the marriage.

Explanation:
The legal aspects are in any case given (varying of course from country to country), so I don't think the text can be talking about bringing them in as an optional extra. I think it is talking about the attitude you have to a wedding - seeing it as a legal contract and not just an excuse for a good party.
