"Up to" means at most, the greatest possible amount of days in this context

This phrase means that it is possible to withdraw 20 or 10 days before the match, but not later. I am guessing that withdrawing less than 10 days before the match would mean a technical defeat, sanctions, etc.

disagree  Victoria Burns: 'at most' here would imply that the person can only withdraw from 10 days before onwards, rather than before the 10 days beforehand, if you see what I mean.
