I think the author means up-and-coming, as opposed to upcoming (which would mean forthcoming)

agree  kmtext: It's most commonly said about an area adjacent to (and less popular and thus cheaper than) a fashionable area, so it can be expected to become popular as properties in the adjacent, more expensive, area become scarcer. It's a dive now, but will improve.

neutral  Tony M: I perfectly understand what you're saying, but I think "on the rise" may be an Americanism, and to my Brit ears, it sounds like it means it is on a hill... so might possibly confuse Asker! ;-)

In other words, this is estate-agent-ese for: this is a bargain, grab it now because the prices for properties in this neighbourhood can only go up (at least, relative to property prices in general).

Perhaps I should have omitted the "more" in front of "fashionable", as the phrase also implies that this neighbourhood has been (till recently, or even still is) quite unfashionable.

  -> Thanks. "Upcoming" is really more the language of estate agents than either fashionistas or high society. Estate agents are, in my experience, more interested really in money and understand little about fashion.

I agree with Jeux de Mots that the writer most likely meant "up-and-coming" and not "upcoming." I do not necessarily think the phrase implies that the neighborhood is undergoing improvements, which is why I have posted a separate entry instead of agreeing with that one.
