Explanation:
Your source text seems to have something missing; I'd have expected something like "...are centrally yet quietly located in..."

Either way, the favourable contrast is being drawn betwen the fact that these apartments enjoy a fairly central location in the city, but they do not suffer from too much noise (traffic, trains, etc.)

In normal language we might say "... and yet...", but here, as the word is used with adverbs, it works OK even without the 'and'.

they are centrally located but at the same time it is quiet


Explanation:
This is a way of saying that two properties of something are present which do not often go together. Appartments are, for example, very often either centrally located or in a quiet neighbourhood. Here it is both.
If you add the word "located" it is easier to understand the sentence.
