HERE IS A SLIGHLTY EXTENDED SECTION IN A NEWS ARTICLE. This seems to be an Australian/New Zealand English expression:

"Ten days after the quake the upmarket Victoria St retail precinct has changed forever, riddled with rubble-strewn lots which were once home to successful businesses.

Over the last week, the bulldozers have ripped down three large commercial sections, each housing between two and four businesses, leaving gaping holes in the street facade. This area of the city's retail is a relative newcomer, developed over the past seven years or so.

Another section housing the Canterbury Cheesemongers and Mods Victoria hair salon will be demolished in the next few days, while other businesses face an uncertain wait."

ALSO FROM AUSTRALIA, with some more defintion of the terms:

creating the Parramatta Road Retail Precinct. The Parramatta Road Retail Precinct is described as land with a frontage to Parramatta Road between Hill Road/Bombay Street and Silverwater Road/St Hilliers Road (see above for link to map of land to which the draft Plan applies).:

permitting ‘retail premises’ within the Parramatta Road Retail Precinct, subject to the certain development standard

introducing the following definitions:
Retail premises means a building or place used for the purpose of selling items by retail, or for hiring or displaying items for the purpose of selling them by retail or hiring them out, whether the items are goods or material or whether also sold by wholesale and includes shops.

-> Another instance of local variation. So, it depends where this precinct is. I seem to recall a US police drama called the something-or-other precinct too.
