English term or phrase: at the curb
The most important operational difference is that transportation must be prearranged. Taxis may provide transportation “at the curb”, that is, a customer may “arrange” taxi transportation by simply hailing a cab from the sidewalk.

What does at the curb mean. What is the exact meaning of the second sentence?

where the road meets the sidewalk

Language variant: curbside

Explanation:
Technically, the roadside edge of a road can have no curb, or "curbing". Usually granite, a curb is a distinct and separate physical and visual entity that delineates the space between the road and the sidewalk, and serves a s a physical barrier between autos and pedestrians. It's an urban manifestation, though some roads, even in the city, can have no curb (as in places that allow wheelchair and luggage access). The term can generally be used to refer to the place where the road meets the sidewalk regardless of the presence of actual curbing.
