Armorel Young: could be a reference that on some buses etc. you have to hand over exactly the right money for your fare, because no change is given if you hand over too much

-> i think its like that in NY, you drop the change into a box by the driver and he is not required to have change. so, if you don't have the exact amount you are out of luck.
