English term or phrase: one main muscle operating the limb near the body

The wing flapping motion of a bird requires a bird to have two main wing muscles (unlike in most land based creatures which have ***one main muscle operating the limb near the body***).

What does "near the body" refer to? the muscle? or the limb?

Explanation:
Obviously, in humans as well as in animals, each limb has several muscles to enable movement between the different segments of the limb and between the limb and the body.

But, near the body (near the joint that is, where the limb joins the body) there is one main muscle.

By Body they mean Torso..

The Latissimus Dorsi is used to pull the arm down towards the pelvis.
On a bird they have a muscle to pull the wing in the opposite direction as well.
