Journalism / Unusual phrasing in article in *El Pais* (Spain)

Spanish term or phrase: no debe ceder bajo ningún concepto antes que claudicar ante el enemigo árabe

The context of this—at least to my non-native eye—strangely worded phrase is an article about the release yesterday of Gilad Shalit and the opposition thereto among certain sectors of Israeli society. See below.
I wonder if there is an editorial error here or if the Spanish is indeed correct. If the latter is the case, please explain the structure of the phrase and show how it makes sense.

I myself would have expected something like the following:
“…no debe ceder bajo ningún concepto a fin de no claudicar ante el enemigo árabe.”
