Sin ver el contexto es difícil. A mí me da que se han equivocado al transcribir el nombre. Normalmente, los certificados suelen basarse en una plantilla, donde se van rellenando los nombres y la localidad donde se produjo el accidente. También podría ser que el accidente se produjo en la localidad de Juventino Rosas. Vamos que yo tampoco tengo ni idea... Otra posibilidad es que que se hayan equivocado y hayan puesto el nombre del letrado o del oficial que haya redactado el certificado. Incluso podría tratarse de algo específico que se utiliza en México para reemplazar al nombre, como una especie de alias... ¡Quién sabe!

...because I received no answer that was responsive to my question. As I made clear in the original post, I wanted to know why "Juventino" replaced the given name of the father and son in a motor vehicle accident report. I did not ask about he etiology of the name.

Are you trying to find out the origin of the name as provided by Constantinos or are you trying to figure out why this is being used instead of the actual first name. Sort like somebody using "junior" in English...
