Albanian term or phrase: Deklaratë Aprovimi për minoren
I have this phrase in two documents from Albania, with slightly different spelling (also aprovimi për minorenin). My problem is first that minore does not exist in my dictionaries, but according to web hits it seems to be equal to i mitur. Second, I don't understand what "deklaratë aprovimi" means in this context. Why should the status of being a minor have to be approved? Could it be a case of a grown up person being declared incapable of managing his own affairs? Probably not, since Italian "minorenne", which seems to be the origin of this "Albanian" word, refers only to age (according to Collins-Sansoni English-Italian-English dictionary).

Explanation:
Minoren (accent on "e") is used in today's language in Albania describing any person under legal age (18 years old). To me it seems you have a form that needs to be signed by a parent/carer on behalf of the child.
