Albanian term or phrase: mbrojtës kryesisht
I don't understand "kryesisht" in this context, so I would appreciate an English term or an explanation in Albanian.

(The following sentence is quoted from Gazeta Korrieri on the Web because it's more clear than the sentence I have to translate.)

Por kur rinisi seanca gjyqësore, avokati Pjetër Deda nuk ishte i pranishëm në sallë, duke detyruar gjykatën të zëvendësojë atë me një mbrojtës kryesisht.

its own initiative
Explanation:
According to "Fjalor i termave të së drejtës" (shqip-frëngjisht-rusisht), Tirana 1986 "kryesisht" means "me nismën e vet", i.e. "on its own initiative" which means that "the court appointed, on its own initiative, a solicitor".

duty solicitor

Explanation:
If someone cannot afford to pay a solicitor/representative a "mbrojtës kryesisht" is provided free of charge. I chanced upon the same term once and asked an Albanian lawyer to explain it to me. The above is her explanation.

appointed public attorney

Explanation:
Kur personi nuk ka mundësi të paguajë një avokat atëhere gjykata cakton një avokat që në këtë rast në shqip quhet "mbrojtës kryesisht" dhe equivalanti i tij në Anglisht është " appointed public attorney.

court-appointed defence counsel

Explanation:
If you need British English rather than US, this term would correspond to defence counsel (or solicitor) appointed by the court, rather than one chosen or appointed by the defendant personally or by proxy. It seems to appear a lot in court documents!
