Arabic term or phrase: الجامعات الأجنبية
Although this term sounds simple enough, I found that it may cause a confusion if I simply translate it as "foreign universities" because the text in which it occurs states it in contrast with "Arab universities". But aren't Arab states also "foreign" to each others? Wouldn't it be clearer to translate it as "non-Arab universities"? Please advise.

neutral  Nesrin: I think it would be confusing for a "non-Arab" reading the report. If it's an Egyptian report for example, they would almost certainly understand "foreign" as "non-Egyptian".
