You should be able to say Division, Department, Section or even Branch of "Administrative Writing." However, I am still unsure of what this term means. I have heard of Business Writing or possibly Managerial/Management Writing, but not Administrative Writing. I even went to the site of the Office of Vocational Training and Employment but unfortunately it does not talk about the courses they offer.
