This term has been asked before, but in a different context, and none of the answers suggested here seem to be what I'm looking for: http://www.proz.com/kudoz/1295995
In my text, a North African writer is talking about freedom of thought and expression in her country. The term "مبدعين" , judging by later parts of the text, include writers, thinkers, and artists.
I don't think there's an appropriate word from "creative" -- "creative people" is too general. "Innovators" might work, but I'm hoping someone has another idea.
تفرض الدول شروطها على المبدعين بقصد تقييد نشاطهم بالحصول على تراخيص إذا أرادوا استخدام أي وسيلة للتعبير، ويظل ما هو مسموح به فى حدود مالا يمس السلطة التي تمنح تراخيص الصحف والمحطات الفضائية . ولقد باتت الحاجة ملحة إلى مفكرين متحررين من الخوف والرهبة والخشية للآخر أيا كان السلطة الحاكمة أو التقاليد والأعراف أو السلطة الدينية أو الأقوى الذي قد يتمثل فى الاقتصاد والمال وغيره.
Explanation: I think the word intellectual does the job in this context. I know it is translated as مفكرون but if you give a second thought of the word مبدعون in this cotext you will find it includes the writers and the like.

If you look further at the link, it becomes clear that المبعدين was a typo in the title of the original question, and the asker was actually wondering about the translation for المبدعين. (See notes to/from asker in the link).
