Arabic term or phrase: تقضي بوضعها

يمكن لمنتج ان لا يحمل شارة المطابقة الخليجية وذلك ما لم تقضي اللائحة المطبقة عليه بوضعها

 It is possible for a product not to carry the GCC Conformity Mark affixed to it, in the event that the relevant regulation has not been implemented when applying the Mark.

I just want to be sure that the second part of the sentence is correct, and that I understood correctly what وضعها referred to.
