. وهذا العصر هو عصر المركزية والذى سوف يستمر طويلا ويصبح سمة غالبة للإدارة المصرية عبر تاريخها الطويل خصوصا فى عصور القوة، وسوف يتحول كثيرا إلى عقبة فى مسيرة التنمية والقضاء على المركزية فى صنع القرار.
