Arabic term or phrase: تدوين مقاربة

Literally this would mean "recording the approach of" but somewhat this translation would seem a bit ambiguous in the context/sentence below:

تدوين مقاربة هيئة التحكيم

عملت الهيئة على تدوين اعمال هيئة التحكيم المستقلة وذلك بالرجوع الى الاسس والمرتكزات والقواعد الي اعتمدتها لاحتساب وتقدير التعويضات المستحقة

What would "tadween mookaarabat" and "tadween" mean here? Would it be "consider" or "assess" or "examine" instead of simply "record"? I guess it may simply mean that the Commission "noted" the efforts of the Arbitration Commission as per United Nations jargon... Let me know if my hunch is correct in this regard... Thanks in advance...
