Probable reference to a volume series with that title
Explanation:
Greetings.

Based on the very limited context provided, that citation most probably refers to a volume series of references (encyclopedia or dictionaries) entitled (IIRC) as "Al-WaseeT" = "the mediator" or facilitator (or "the simplifier" or "the intermediary," depending on several other contexts).

Hope this helps.

Khair, in shaa' Allah.

Thanks for that helpful fuller citation.

Most probably in that apparent citation , the term "waseeT" = a registry, review or compilation of some sort of cases (legal, contractual or medical) or examples that would be cited as an authoritative precedent.

What is the subject matter(s) under discussion in the source text?

Regards.

Explanation:
I am assuming that you mean wasiyya (وصية) and not Waseet since you say it's written " Wow, Seen, Ya',Tahh".
