This seems to be part of a standard introduction to Yemeni Laws

بعد الاطلاع على دستور الجمهورية اليمنية
والقرار الجمهوري بالقانون رقم (22) بشأن قضاية الدولة
In Egyptian texts this term tends to be translated as "Presidential decree" however, in Yemeni texts sometimes I find it as "Presidential decree" and other times as "Republican decree". Here, I need the answer specific to the Yemeni context.

In Yemen, there are republican decrees and presidential decrees; however, a law may be legislated by a republican decree only; i.e. presidential decrees in Yemen are not being issued to establish or amend the laws. Republican Decree By Law


Explanation:
This is how it is stated in most of the translations I have given and it has been used as such, usually these require regulatory confirmation by Parliament, which usually have never been denied. These are usually issued when Parliament or House of Representatives is not in session.

neutral  Hassan Al-Haifi (wordforword): With all due respect, but this is incomprehensible. Laws that have been passed by Parliament are just Republican Decrees (without by Law etc.) Concerning ... but unpassed laws are as suggested in wordforword suggestion
