في العراق رسميا يقال مفوض محال على التقاعد وللسرعة نقول مفوض تقاعد اما من الناحية الادارية فان مديرية التقاعد العامة تعود الى وزارة المالية وليس لدينا رتبة مفوض تقاعد بل كل الموظفين هم مدنيون وبذلك مفوض تقاعد اي محال على التقاعد) وليس اي شيء اخر ولك مني مكل التقدير

retired non-commissioned (police) officer


Explanation:
I have not found an "official" translation of the word مفوّض, so this is the best I can do. As far as I know, this word is used in Iraq to describe police officers below the rank of lieutenant and above the rank of policeman, but other than corporal, sergeant, etc. They usually do administrative duties and have job ranks or levels rather than titles - see link. The term “non-commissioned officer” was borrowed from the army hierarchy.
