Art/Literary - Other / It is an Iraqi proverb, I am not sure what is meant by it.
Arabic term or phrase: عريان وقع على موزر
It is an Iraqi prover figures in one sentence ...الأغرب هو الأزمة التي يعيشها البلد! على قول المثل عريان وقع على موزر

What I found online was (الموزر وقع على العريان ) but I have no further information

A drowning man will clutch at a straw


Explanation:
This is an Iraqi colloquial proverb, meaning:
One grabs at the slightest chance when all hope is slipping away.
In the link I put below, there is an article about a journalist who is visited by an old man who wanted the journalist to write about a misfortune he is facing. So the journalist is saying that I had to give him advice and to assure him that I will write about his ordeal, as if the journalist is the "straw" for this "drowning" man.
So, your sentence is about a country that is searching for a "straw" to keep it alive.
