Ministry of Health is an Armenian Government agency, and to conduct a clinical trial you need a permission from the Ministry.

What I don't understand is if glinigagan hedazodootyoon is not actually "trials", but research or studies, then why is permission needed from the Armenian government... I would think permission would be needed if "hedazodootyoun" here means "trials' (i.e. prescribing the new medicine to certain patients... Am I wrong?
