I think you are right: in case it was an insignificant number of cases, the law would not refer a whole paragraph to regulate it.
On the other hand, I do not exclude that some drugs might be simply dispensed in drug stores, i.e. purchased in bulk and then sold in small quantities.
Still, I think the word "պատրաստում" in this case means "prepare" and not "dispense".

Armen...

I thought (may be mistakenly) that those drugs prepared were only
(~ 1%) of the total drugs sold? If this is true, then it's unlikely that the writer will dedicate a whole paragraph to this...Also, I am looking at a translation where the translator has translated it as "dispensed"... My question is: "In Armenian, could ՊԱՏՐԱUՏՈՒՄԸ refer, at all, to dispensation or dispensing (of drugs)? Thank you

As far as I know, in Armenia some drugs are actually prepared in pharmacies using certain ingredients. So I think the word "prepared" may be used in this context.

It says, in the original,
Դեղերը պատրաuտվում են դեղատներում:

Դեղատներում դեղերը, ըuտ դեղատոմuի և դեղագրի, պատրաuտվում են այն նյութերից, որոնք ունեն կիրառման թույլտվություն:

But most drugs are not prepared in the pharmacy itself, right? So may be I should understand the word to mean "dispensed"? rather than prepared?.

The paragraph that follows describes the "preparation" of drugs. But
may be because in some cases the preparing and dispensing happens
on site, then may be because of the it "could" be translated as "dispensing of drugs" ?
