Belarusian to English translations [PRO]

Belarusian term or phrase: РУУС (abbreviation)

In a Belarusian passport, which mostly has a parallel text in Russian, but not just here. The passport says it was issued by the Central "RUUS" in Minsk. I would welcome a full-length translation into either English or Russian.

Not sure about correct translation of упраўленне but it should be differentiated from аддзел, which is mostly translated as department.
