Explanation:
"Sometimes in a privatisation the state retains a certain proportion of residual shares in the enterprise which is being sold. This occurs occasionally in a trade sale if the Government wants to keep some influence in the company, but is much more common practice in a flotation. In that situation it is generally used if the vendor anticipates that the value of shares will rise significantly some time after they are issued on the stock market. So the vendor retains a certain proportion of the shares (usually about 40%) in the initial offering (IPO) when prices are likely to be low with the intention of selling them later when prices have risen, thus maximizing proceeds for the Government from the flotation."
