raise sheet of paper

Explanation:
In fact those were not actual tables but standard sheets of paper reading "Bojko is out of class" - a Bulgarian idiom for being incompetent

I've just found in the dictionary the Englih for the idiom which is "be on the ball"

So the sheets said "Bojko is not on the ball"

-> Thanks! "Out of touch" is really good! But it is departing from original text in Bulgarian. And asker is not asking for this part of text.

agree  klyunchev: Мисля че тук (в оригинала) акцентът не е толкова на материалния носител на надписа, а на самия надпис.

(в случая) raised leaflets

Explanation:
Става дума за листовки, които преди това са разпространявани и в кулоарите на НС.

They raised leaflets reading "Boyko is out of class" (a Bulgarian idiom for having lost touch with the actual situation, also literally referring to the prime minister's absence from parliament during the budget debate).

neutral  Mark Bossanyi: "не в час" = "out of touch"
3 hrs
-> Именно: преводът на самата фраза е буквален, за да се улови и двусмислието – а после идва пояснението в скобите (a Bulgarian idiom for having lost touch with the actual situation и т.н.)
