Изразът е "within gunshot", но смятам, че в конкретния контекст (ако съм го разбрала правилно) е по-уместно да се каже "Parliament and the ministries should keep in close/constant contact/touch with each other while operating/taking action".
И една бележка относно българския текст: би следвало "парламента" да е в пълен член.

Както много пъти до сега, подаденият въпрос се отклонява СЪЩЕСТВЕНО от контекста.
Аз поне не виждам съвместна работа (синхрон) да се изразява с "на една ръка разстояние"!
Във втората препратка - вместо препоръки за игра, те може да се транспонират към МС и Парламента... ;-) Разлика няма. За отправените препоръки, а не за двете институции ...;-)
