Catalan term or phrase: fluxos d’intercanvis comercials d’un determinada partida aranzelària

I have no idea what they mean here. This is from a service being ofered by gencat, I believe. The service is designed to help businesses identify objectives and strategiess to enter foreign markets. This seems to be talking about taxes. Any ideas?
